滇桂黔石漠化片区精准扶贫进程中脱贫能力建设研究

Research on the Construction of Shaking off Poverty in the Progress of Targeted Poverty Alleviation in Stony Desertification District of Yunan,Guangxi and Guizhou Provinces

当前扶贫工作进入了啃"硬骨头"阶段,滇桂黔石漠化片区脱贫能力建设成为决胜最后"一公里"的关键。政府宏观调控能力是贫困户精准脱贫的主要外因,贫困户自身能力建设是脱贫的内因,政府为脱贫创造环境与条件,而贫困户自身脱贫能力建设才是精准扶贫战略目标实现的根本保证。

Currently, the poverty alleviation work is in a difficult period. The construction of shaking off poverty in stony desertification district of Yunan, Guangxi and Guizhou provinces is the key point to overcome the difficulty of ＂ last one-kilometer＂. The ability for macroeconomic regulation and control by government is the main external factor for helping poor people shake off poverty and the self-capabil- ity construction of the poor people is the internal factor. Government can create the external environ- ment and condition for the poor people but they need to enhance their self-capability construction, for it is the fundamental guarantee for realizing the targeted poverty alleviation strategy.
