上海市城乡建设用地增减挂钩的实践与探索

随着上海近年城镇化的迅速发展,耕地资源逐年减少,耕地后备资源不足,土地资源已成为制约上海市经济社会发展的瓶颈。城乡建设用地增减挂钩政策的施行,有效的缓解了用地供需矛盾,在保护好有限耕地资源的同时,也为城市发展寻求了一条可持续发展之路。本文通过对上海市已启动的增减挂钩试点项目区整体开展情况进行分析,从潜在问题出发,探求有效的解决方法及途径。

In recent years, the rapid pace of urbanization, the reductions in cultivated land resources, and the lack of reserved cultivated land have restricted economic and social development in Shanghai.Increasing or decreasing urban and rural construction land effectively alleviates the contradiction between land supply and demand and, at the same time, protects the limited cultivated land resources.It allows the city to start focusing on sustainable urban development.This article focuses on a pilot program in Shanghai, analyzing the potential problems in order to explore effective solutions.
