摘要
随着贸易与环境问题的重要性在国际贸易中日益显现,各国在加强环境规制力度的同时,也面临着产业国际竞争力降低的威胁。文中基于HOV模型,以2014年14个国家的林产品为样本,分析环境规制对林产品国际竞争力的影响。结果表明,CIESIN公布的环境绩效指标(EPI)与林产品竞争力的关系衡为负,并且除了纸及纸制品之外,其他关系均显著;EPI对劳动力和森林面积2个指标有一定影响。研究认为,环境规制降低了各国的林产品竞争力。在此基础之上,文中结合中国的实际情况,提出加快环境认证和互认体系等能力建设、重视科技等要素对林产品竞争力的贡献、积极开拓多元化市场等建议,以减轻现行环境规制的负面影响,提高中国林产品国际竞争力。
As trade and environmental issues have become more prominently important in international trade, countries are facing the threats of the shrinking international competitiveness of industry while making efforts to strengthen environmental regulation. Based on the HOV model, this paper analyzed the influence of environmental regulation on the international competitiveness of forest products in 14 countries in 2014. The results showed that the environmental performance index (EPI) calculated by the CIESIN and the competitiveness of forest products was negatively related, and the relationship was significant except for paper and paper products. The EPI had some influence on the two indicators as labor force and forest area. The study concluded that environmental regulations reduced the competitiveness of forest products in countries. On this basis and with an eye to China ~s actual situation, the paper put forward policy recommendations including speeding up capacity building in environmental certification and mutual recognition, paying more attention to the contribution of science and technology to the competitiveness improvement, and actively exploring diverse markets for products, with the purpose of reducing the negative impact of the existing environmental regulations and improving the international competitiveness of China's forest products.
