中国医疗卫生公共服务供给体系研究

Research on the System of China's Medical and Health Public Service Supply

财政是国家治理的基础和重要支柱。如何更好地满足人们日益增长的医疗卫生服务需求,是财政的职能和国家治理能力的体现,也是政府必须担负的供给责任。该文结合公共商品供求理论,在梳理我国医疗卫生事业发展过程的基础上,以医疗卫生需求为逻辑起点就中国式财政分权下我国医疗卫生公共服务供给体系建设问题进行研究。研究显示,只有必须以地方政府为主导,强化财政职能,按照公平与效率的要求,各种供给主体合理分工与配合,通过改革完善现有供给体系,才能更好地提供医疗卫生服务以满足人们的健康需求。

Finance is the basis and important pillar of national governance. How to meet people~ growing demand for medical and health services reflects the function of finance and ability of governing a country. Besides, it is also the responsibility of the government of a country. Based on theories on supply and demand of public commodity and a review of developing process of our eountry$ medical and health serviees, this paper, starting from demand of medical and health services, makes a study of the construction of the system of our country~ medical and health public services supply in the context of China~ fiscal decentralization. The result shows that, only by taking the following measures can government more effectively supply medical and health services to meet people＇ s health demand： strengthening fiscal function under the leadership of local governments, making reasonable arrangement of division of power and cooper- ation among various supplying bodies according to the principle of justice and efficiency, reforming and bettering the existing system of supply.
