摘要
公共服务市场化兴起于西方发达国家,并取得不同程度的成功。它打破了政府官僚的行政垄断,充分发挥市场在资源配置中的作用,从而体现公共服务的公平与效率。在公共体育服务领域,由于项目繁多,属性各异,需要根据不同类别分类推进市场化改革。研究认为:对新建公共体育场馆、政府出资建成的公共体育场馆运营、全民健身路径器材、全民健身赛事组织、健身技能培训、国民体质监测等6项公共体育服务项目,应分别采用公私合作、特许经营、政府购买服务、凭单制、合同外包等5种市场化方式进行运作,从而加快公共体育服务领域的政府职能转换,拓宽公共体育服务市场化份额,促进公共体育服务实现多元化需求的满足。
Public service marketization arose in the western developed countries,and attained varying degrees of success. It breaks the administrative monopoly of government bureaucrats,gives full play to the role of market in resource allocation,so as to embody the fairness and efficiency of public services. In the field of public sports service,because of the various project,different attributes,it must be propelled according to the different categories to promote market-oriented reform. Suggests: six public sports services the new public sports venues,the government built public sports facility operation,the path of the national fitness equipment,the national fitness events organization,fitness training,national physique monitoring,should adopt the public-private partnership,franchise,government purchase services,voucher system,contract outsourcing and other 5 kinds of market-oriented way of operation,so as to speed up the shift of government function in the field of public sports service,broaden the public sports service market share,promote the realization of satisfaction of its diversification demand.
