青少年恐怖主义犯罪是在内外因素相互作用下产生的。青少年具有低自我控制能力、低认知能力及低自我保护能力等特征,恐怖主义利用青少年这些弱点提供犯罪机会,实施犯罪欺骗与犯罪胁迫,致使部分青少年陷入恐怖主义犯罪泥潭。青少年恐怖主义犯罪的特点表现为被动参与犯罪居多,在犯罪中主要起辅助作用,缺乏特定目的等。应当区别对待青少年恐怖主义犯罪,坚持事前预防为主的刑事政策和坚持事后矫正为主的处遇措施。

Youth terrorist crimes emerge because of internal and external factors. Youth are of low self-control, cognitive and self-protecting ability. Terrorism take advantage of these shortcomings to provide crime opportunities, such as crime deception and coercion which made certain youths fall into the crime quagmire. The characteristics of adolescent terrorist crimes are passive,auxiliary, and purposeless. Youths terrorist crimes should be treated differently, with precautionary criminal policies and afterwards corrections be adopted.
