反暴恐背景下四川公安警务运行机制改革创新研究

Reform and Innovation of Sichuan Police Operating Mechanism in the Background of Anti-violence and Counter-terrorism

2015年12月,第十二届全国人大常委会第十八次会议表决通过的《中华人民共和国反恐怖主义法》是针对我国新形势下反暴恐任务的顶层设计,其中公安机关反恐部门警务机制对反暴恐整体效能影响重大。当前,四川公安警务运行机制存在扁平化指挥体系尚未建立、反暴恐武力快速调动不力,人员、情报、物资保障不到位等问题。在公安改革背景下,以警务运行机制改革创新为切入点,缩减警务管理层级、注重反恐实战演习演练、加强反恐应急综合体系建设,构建反暴恐网格化防控体系,不断提升公安机关防范、应对、处置暴恐事件的效能,是当务之急。

People＇s Republic of China Anti-terrorism Law was voted and passed in the 18th conference of 12th NPC Standing Committee in December 2015. The Law was a top design to fight against violence and terrorism in the new situation. The police mechanism of counter-terrorism divisions in public security agencies are vital to the whole anti- terrorism efficiency. At present, there exists some problems in Sichuan police operating mechanism like fiat command system is not yet established, the maneuver of anti-terrorism forces is not rapid enough, staff and intelligence and sup- port are not available. With the help of public security reform and police operating mechanism innovation, the urgent priority is to reduce police management hierarchies, stress on combat practice, strengthen anti-terrorism emergency sys- tem and set up meshing system in preventing and controlling of violence and terrorism.
