New Problems in English Education and Their Solutions In the Context of "The Belt and Road"

英语通用语(ELF)是讲不同母语的人的共同的交际手段,是非英语本族语者之间最常用的语言,但并不排除英语本族语者。ELF主张将英语的权属赋予所有的英语使用者,包括本族语者和非本族语者。英语学习的目的不再是习得"标准英语",而是如何获得有效沟通的ELF策略能力。"一带一路"战略的深入发展为ELF理念的推广提供了契机:一方面,英语在"一带一路"沿途国家的使用现状完全符合ELF的特征;另一方面要实现国家间的互联互通离不开ELF的桥梁和纽带作用,中国迫切需要大量熟练掌握ELF的各类人才。为此,中国的英语教育需要做出及时的调整,以适应这一国家战略对外语人才的需求。

English as a Lingua Franca （ELF） refers to a common means of communication for speakers of different languages. It is used most often between non-native speakers of English but this fact does not mean that native speakers of English are excluded from ELF communication. ELF emphasizes that the ownership of English belongs to all users including native and non-native speakers. The purpose of learning English is not to acquire the ＂standard English＂, but to acquire the strategies for effective communication. The further development of ＂The Belt ＆ Road＂ strategy makes a chance to spread the idea of ELF. On the one hand, the uses of English in ＂The Belt ＆ Road＂ countries demonstrate the characteristies of ELF completely. On the other hand, ELF plays the role of bridge and belt to promote the international communication. A great amount of talents with high proficiency of ELF is urgently needed for China＇ s developrment. Chinese English education needs to make some adjustments timely to adapt to the ELF-oriented communication.
