上海推进供给侧结构性改革应按照国家的统一部署,结合地区实际,以深入贯彻落实创新、协调、绿色、开放、共享为基本理念,以自贸试验区建设、"四个中心"和科技创新中心建设为重要载体,以科技创新、制度创新为主要动力,以体制和机制改革为内在要求,以要素供给和制度供给为突破点,着力优化产业、要素、分配和区域这"四个结构",提升供给体系的质量、效率和层次。

Promoting structural supply-side reform in Shanghai should according to deployment of state with combining the reality of region.Shanghai should deeply implement the innovation,coordination,green,open and sharing as basic concept;regard the construction of pilot free trade zone, ＂ four centers＂,and science and technology innovation center construction as important carrier;make scientific and technological innovation,institutional innovation to be the major power,with the reform of system and mechanism as internal requirements,with the elements supply and institution supply as the breakthrough point;pay much efforts to optimize ＂ four structure＂,the industry,elements,distribution,and district,and promote the quality,efficiency and level of the supply system.
