包容性治理实质是治理理论和包容性发展理论的"合璧"。内生具有多元主体的合作治理、治理过程的开放以及治理成果的共享,包容性发展回应了治理可能的"本末置换"期待,而人才是治理的最终服务对象,人的价值才是治理的最高标准和根本尺度。它回答了我们为何治理、实现怎样的治理的问题。
The essence of inclusive governance is the governance theory and the theory of ＂combination of inclusive development＂.Endogenous cooperative governance with multiple subjects,openness of governance process and sharing of governance outcomes,Inclusive development in response to the ＂the replacement＂ governance may look forward to,however,talent is the ultimate service object of governance,human value is the highest governance standards and fundamental yardstick.It answers why we govern and achieve governance.
