跨流域调水工程突发事件及诱因分析

Analysis on Sudden Events and Its Causes of Inter-basin Water Transfer Project

跨流域调水工程为解决水资源分配不均、促进经济社会发展发挥了重大作用。但由于其输水线路的线性特点,一旦发生突发事件,将会影响工程输水功能实现。将跨流域调水工程突发事件按产生的直接原因分为工程内部与工程外部突发事件。结合历史资料,确定几种常见的突发事件,并分析引起某些事件的共同诱因,主要有工程自身特点、工程运营管理、技术、工程沿线自然和社会环境条件因素。结果表明,通过控制共同诱因,可以预防和控制很多突发事件。

Inter-basin water transfer project is important to solve uneven allocation of water resources and promote the development of economy and society.However,due to the linear characteristics of project,it will affect the water transportation of project when sudden event occurs.According to the direct causes,the sudden events of inter-basin water transfer project are divided into the internal and external events.Combined with the historical data,several commonly seen emergencies are identified,and the common causes of certain events are also analyzed,mainly including the characteristics of project,engineering management,technology,the natural and social environment conditions factors along the project.The results show that many unexpected events can be prevented and controlled by controlling the common causes.
