Major Reforms on Statistics of Chinese Government

本文对近些年来中国政府统计重点领域的改革进行梳理,阐述建立地区GDP统一核算制度的原因、目标和方法,编制国家和地方资产负债表的重要意义及需要解决的关键问题,探索编制自然资源资产负债表的重要意义、目前开展的工作和需要解决的关键问题,企业一套表联网直报统计调查制度改革的重要意义和主要内容,常规性服务业统计制度方法改革的原因和主要内容,城乡住户调查一体化改革的原因和要解决的主要问题,建立全国月度劳动力调查制度的目的和主要内容等。

This paper reviews the major reforms on statistics of Chinese government in recent years. We first discuss the reasons for developing a unified regional GDP accounting mechanism, as well as its ob- jectives and methodologies, with an emphasis on the significance of the compilation of national and regional balance sheets and an identification of key problems to solve. Besides, we explores the meaning and the current work of compilation of natural resources balance sheets. We additionally describes the meaning and the content of the reform of on-line integrated and direct business reporting practices. Moreover, this paper analyzes the reasons for and the content of reform of regular services statistics programs, reveals the reasons for the reform of integrated urban-rural household surveys and major problems to solve, and examines the objectives and the content of establishment of national monthly labour force survey program.
