通过对现有产业政策的分析看出,现在的产业政策上大压小是核心,但是无法解决区域或地区的环境问题,环保法律体系只能对单个的污染源起到限制作用,在解决地区的环境问题上仍然无能为力,事实证明也是这样,根据现在的区域或地区污染状况,在这里提出产业平衡政策,产业平衡政策是解决区域或地区污染的有效途径。

Based on the analysis of the existing industrial policy,the core of industrial policy is now big pressure on small,but the problem of areas of environment can＇t be solved,environmental protection legal system can only have limited effect on a single pollution sources,it is also proved that the problem of regional environment is not to be solved,according to the present pollution areas,here we will put forward to the industry balance policy,industrial balance policy is an effective way to solve the pollution area or region.
