“医事服务费”制度对医院的影响:以北京市某区级公立医院为例

Impact analysis on medical care fee policy:a district-level public hospitals in Beijing as an example

以北京市某区级公立医院为例,运用改革前后该院5年的经济数据,计算衡量药品加成收入与"医事服务费"收入之间平移的相关指标,并将此指标分为3个层次对比分析,以了解医事服务费制度对医院的影响。结果显示,该院基本实现收入平移。政府在落实医改政策时还应考虑区级公立医院较强的技术替代性、区域垄断性等特点。

Taking a district level public hospital as an example, index system about the relation of drug mark-up revenue and medical care revenue was analyzed with 5 years data before and after implementation medical care fee policy in a district level public hospital in Beijing. By 3 aspects of analysis, it shows that the medical care revenue can relatively cover the loss of drug zero mark-up. It also shows that the characters such as strong technology, regional monopoly of district level public hospital needs to be highlighted when implementing healthcare reform.
