An Analysis of the Nine Anti-war Resolutions of Second International

第二国际共召开过九次代表大会,每次代表大会都作出了关于反战问题的决议。第二国际九个反战决议的主要内容涉及对战争性质的界定、社会民主党人对战争的基本态度以及反战措施等,总体上反映了第二国际社会民主党人在反战问题上的基本立场和策略主张,但各国党之间乃至各国党内部在一些重要问题上又存在分歧。由于多数社会民主党醉心于和平的议会策略,九个反战决议也由之打上了改良主义乃至机会主义的烙印,从而使其具有不可克服的历史局限性。

The Second International held congresses for nine times and made anti-war resolution at every congress.The main content of the nine anti-war resolutions is about definition of the nature of the war,the Social Democratic Party＇s basic attitude toward the war and their measures against war,etc. They generally reflectted the Second International＇s basic position and strategies against war,but disagreements on some important issues existed between some parties even inside the parties. The nine anti-war resolutions were marked the reformism and opportunism and had insurmountable historical limitations because most of the Social Democrats indulged themselves in the peace strategies of parliament.
