我国农地流转中地方政府职能重塑探析——基于新型城镇化的视角

An Analysis of Reshaping Local Governments' Functions in Farmland Transfer——From the Perspective of New-type Urbanization

随着我国农村经济发展和改革的不断深化,农地大流转应运而生,地方政府在农地流转中扮演重要角色、发挥多种职能。但由于种种原因,地方政府在农地流转中定位不清、角色不当、职责不明、行为失范,影响农地健康有序高效流转。在加速推进新型城镇化的大背景下,土地是其最重要的载体要素,农地流转更是其关键一环,如何重新科学界定和厘清地方政府在农地流转中的角色和职能,规范政府行为,治理现今农地流转乱象,对保障农民土地权益,促进农地有序流转,发展适度规模经营,实现农业现代化具有重大现实意义。

With the development of rural economy and the deepening reform,farmland transfer arises at the historic moment,local governments play an important role in farmland circulation and play a variety of functions. But due to various reasons,the unclear orientation of local government in farmland circulation,such as unknown roles,responsibilities and behavior anomie all have an bad influence on the healthy and orderly and efficient farmland circulation. In accelerating urbanization under the great background,land is the most important carrier of all elements and the land circulation is the key link. How to scientific definition and clarify the local government in the role and function of farmland circulation and how to regulate the behavior of the government,governance current farmland circulation,to safeguard farmers＇ land rights and interests,promote the farmland transfer,development of moderate scale management,realize the agricultural modernization has important practical significance.
