打击铁路暴恐犯罪新机制探究

The Study on the New Mechanism of Investigating Railway Violence and Terrorism Crime

打击犯罪新机制是针对当前犯罪新形势提出的工作要求,旨在提升公安机关打击犯罪的能力和水平。由于管辖区域较为特殊、办案水平有限、案发量较少、工作观念尚待改变等原因,铁路公安机关在打击犯罪特别是暴恐犯罪方面存在一定的难度。针对新的工作要求,铁路公安机关应当理清思路从构建具体工作机制入手,一方面要探索新的工作方式来改变当前的被动局面,另一方面要总结经验将已经开展的工作做好做实。具体而言,建立和强化铁路公安机关的预警机制、应急机制和联动机制可以提升铁路公安机关应对暴恐犯罪的能力和水平。

The new situation of current crime pattern requires a new mechanism of curbing crime which aims at improving the police organ＇s ability to fight against criminals. Because of the special environment, the railway crime occurs in small amount. The railway security organs is confronted with some difficulties, in improving the quality and working idea of solving the crime, especially the violence and terrorism crime. Under new conditions, the railway security organs should sort out a new way to establish a sound working mechanism of security. To achieve this we should,on one hand, explore the new working way to change the current passive situation; and on the other way, we should review the experience to consolidate what we have already achieved. We can construct and strengthen the forecast mechanism, emergency mechanism and communication mechanism to improve the ability and level to investigate violence and terrorism crime for the railway investigator.
