摘要
水利工程绩效管理作为管理系统的核心.涵盖多种控制因素,本文以中国水利工程客观管理现状为出发点,依据项目管理全生命周期为系统划分绩效管理影响因素及衡量指标,在综合考虑指标定量与定性特征的基础上,建立了水利工程绩效管理评估指标体系,探索构建基于神经网络与模糊优选理论的模糊BP网络优选模型。应用实例表明,该模型运用于水利工程绩效管理评估工作中具备较强适用性。该研究可为类似工程绩效管理评估提供决策依据。
Water conservancy project performance management covers a variety of control factors as the core of the management system.In the paper,the present situation of water conservancy engineering objective management in China is regarded as a starting point.Project management whole-life cycle is regarded as system to divide performance management influence factors and measurement indexes.The performance management evaluation index system of water conservancy project is established on the basis of taking into account indexes quantitative and qualitative feature.Fuzzy BP network optimization model based on neural network and fuzzy optimization theory is explored and constructed.Application examples show that the model is applied to performance management evaluation of water conservancy project with stronger applicability.The study can provide decision-making basis for performance management evaluation in similar projects.
