文章重点分析了荷兰空间规划体系中的协调机制,其先进经验对我国目前开展的多规融合规划体系改革有积极的借鉴意义。荷兰空间规划采用全面整合的手法,构架于各部门规划之上,统筹融合各领域的空间政策和用地安排,是一项综合的协调活动。文章在简析荷兰传统空间规划体系构架的基础上,重点从国家和省级空间规划的编制部门、协调部门与咨询部门三足鼎立的机构设置,空间规划的横纵协调关系,以及规划编制和审批的法定程序四方面进行详细阐述,针对我国规划体系改革和多规合一践行的实际问题,从明确我国各个层级的规划事权、完善立法、厘清技术路线和深度特征、建立横纵协调机制等多个角度提出了具体改革建议。

This paper focuses on the coordination mechanism in the spatial planning system in the Netherlands. Its pioneering experiences are valuable for the multiple planning integration reform in China. With full integration method, spatial planning in the Netherlands is prior to all other departmental plans, and integrates the spatial policy and land use of all sectors. The paper introduces the compilation, coordination, and consultation institutions in national and provincial plans; horizontal and vertical administrative coordination; planning compilation and approval procedures. With respect to planning reform and multi-plan integration, the paper puts forwards reform suggestions from planning duties of each level, legislation, technical route and depth, and horizontal-vertical coordination mechanism etc.
