社区公共文化服务“合作化”供给机制及其效度——基于武汉市爱家国际社区的调查与思考

Cooperative mechanism of community public cultural service and its validity——Based on the imvestigation and thinking of Wuhan international community

公共文化服务在基层的下沉,既需要社区来推动,也需要辖区内的社团组织来补充,通过两者的有效合作来实现社区公共文化服务的供给。本文以爱家国际社区为案例分析,在公共文化服务供给过程中,爱家国际社区为辖区内的社团组织提供基础性供给和竞争性供给,并积极推动了社团组织的成长与发展;而社团组织在享受社区公共文化资源的同时,也成为公共文化产品落实的嫁接者,发挥了"双向互动式"服务的驱动效应。笔者把这一新的公共文化服务供给模式称为"合作化"模式。同时也探究了新模式的可能性,合作的可能既源于社区"应付式"和"减压式"双重逻辑的推动,又基于社团组织合法性的认可和体制资源依附的选择。这一模式实现了公共文化服务的多样化供给机制,促进了公共文化服务进一步下沉到基层,也达到了建设和谐社区的目的,并发挥了文化治理效应;不过这一模式也有明显的限度,管理制度的不善导致社区环境恶性发展,社区文化资源的过渡依赖造成独立自主性丧失,权力边界的模糊化致使双方功能角色的迷失。这些问题在双方的公共文化服务"合作化"供给中需要引起高度重视。

Due to the sinking of public cultural service in the local areas, both communities and their social organizations should cooperate with each other efficiently, which will supply public cultural service in this area. This paper takes Aijia international community as an example. In this analysis, it supplies some fundamental and competitive factors to its social organizations, which will improve their level. In the meantime, they will also become recipient when enjoying public cultural resources, which the interaction service system is playing a significant role. And this paper calls it cooperative providing model. Meanwhile, it is possible to explore the new model, which is based on the double logic method of coping style and pressure relief style within this community. The recognize the legality of community and the choice of adhere to the resource of system will be active, too. This model has realized the di-versification of public cultural services supply mechanism and sink further, but also could construct a harmonious community and the cultural governance will take effect.However, this model has some disad-vantages. Some cases in point are that. Firstly, bad management system will lead to vicious development of the community. Secondly, if the community’s cultural resource depends on others more, it will lose their independence. Finally, the unclear border of right will undermine two sides’ function role. It is necessary to focus on them when they work with each other.
