An Analysis of American democracy promotion strategy:State-Building Perspective

在全球推广民主,一直是美国外交政策和国际战略的一项主要目标。尽管美国政府及非政府组织为民主促进研究、设计出精致的策略逻辑和策略模式,但它从来没有使自由民主在世界范围内获得实质性的推进,反而"制造出"许多"失败国家、类失败国家或脆弱国家"。产生这一吊诡问题的症结,盖在于美国民主促进战略选择性地重视民主制度建设而有意无意地对现代国家构建的淡化与忽视。当今世界政治首要之举,并不是民主如何建立,而是现代国家如何构建并使之提供有效治理。民主不能凭空移植,更不能强加于人,只有内生的、建基于现代国家平台之上的民主,才是有根基、有生命力的民主。

Democracy promotion has been a major goal of US foreign policy and international strategy. Although the US government and non-governmental organizations design sophisticated policy logic and strategy mode, it never brings real freedom and democracy to the world, except to create many “failed states, failing states or fragile states.” Why？ Because the US democracy promotion strate-gies selectively pay attention to the democracy building, while neglect the modern state building inten-tionally or unintentionally. The world＇s most important political initiative today is not how to build democracy, but how to build a modern state and provide good governance. Democracy can not be trans-planted out of thin air, but it can also not be imposed. Only endogenous democracy, based on modern state platform, can truly be real and vivid democracy.
