当前农村精准扶贫政策执行困境及其破解之道探讨——以湖北省阳新县大王镇精准扶贫实践为例

阳新县是我国的国家级贫困县,下辖的大王镇属于幕阜山扶贫连片开发区,是精准扶贫的重点地区。从大王镇精准扶贫的实践来看,目前农村精准扶贫政策执行存在效率低下、缺乏配套措施、缺乏专项资金、村民参与度低等问题。在对现有扶贫政策执行困境进行充分考察的基础上,认为从引入"互联网+扶贫"思维、利用网络通信平台宣传、设立统筹协调扶贫机构、落实扶贫工作人员待遇等角度出发,可以有助于解决当前精准扶贫政策执行面临的困难。

In the existing poverty alleviation policy implementation dilemma is based on the investigation, that from the introduction of“Internet plus poverty” thinking, using the network communication platform for propaganda, set up co-ordination mechanism, the implementation of poverty alleviation staff poverty alleviation benefits perspec-tive, can help to resolve the precise poverty policy implementation difficulties.
