美国“提升读者综合读写素养资助项目”研究及启示

A Study of “the Funded Projects to Enhance Reader's Comprehensive Reading and Writing Capacities” of the United States and Its Inspirations

摘要 美国"提升读者综合读写素养资助项目"基于儿童读写能力发展规律,设定了儿童读写能力的培养方向,严格的资金申请和监管体系保证了资金的合理使用和计划的有效实施;重视贫困儿童和读写障碍儿童等弱势群体读写能力的发展保证了教育的均衡实践。通过分析该项目的实施背景、配套措施、项目申请条件、优先申请办法、师资要求及资金投入状况等,可以为我国相应教育领域的发展提供细化国家教育政策、制定教育政策实施标准、提升师资水平、合理规划资金投入等方面的参考。 The funded projects to enhance reader' s comprehensive reading and writing capacities of the United States set up the goal of training children' s reading and writing capacities based on their development pattern of reading and writing abilities. Strict financial application and supervision system guarantee the appropriate use of funds and effective implementation of the plans, and attaching importance to developing reading and writing abilities of disadvantaged children such as children in need and children with reading and writing problems safeguards balanced practice of education. An analysis of the implementing background, supporting measures, project application conditions, priority application methods, teacher requirements and financial input can provide some references for the development of related educational fields in China.
