中央财政转移支付对甘肃居民收入和经济增长的影响分析

An Analysis of the Impacts of Central Government Financial Transfer on Gansu's Economic Growth and Its Residents' Income

2012年中央财政转移支付占甘肃财政支出比重达到78%,故研究中央财政转移支付对甘肃民生发展所起作用就很有必要。采用格兰杰检验对中央财政转移支付与甘肃居民收入和经济增长间的关系进行实证分析,结果说明,中央财政转移支付对甘肃居民收入和经济增长都会产生影响,只是财政转移支付形式不同产生的影响不同。应通过争取中央财政转移支付、提高财政转移支付透明度、规范专项转移支付等措施,继续发挥中央财政转移支付对甘肃民生发展所起的积极作用。

The central government finance transfer payment accounts for 78% of Gansu financial expendi- ture in 2012, so it is of essential importance to study the impacts that central government financial transfer has on Gansu＇ s economic growth and its residents＇ income. Granger causality test is applied in this study. The result shows that central government financial transfer has impacts on both Gansu＇ s economic growth and its residents＇ income and that the ways of impact vary with the change of central government financial transfer payment. In order to maintain the positive role of central government finance transfer payment in im- proving the life of Gansu residents, various measures, including applying for more of the transfer payment, increasing the transparency of the payment, and regularizing the special fund transfer, should be taken.
