Innovative Behavior Differentiation between High-Tech Enterprises and High and New Technology Enterprises

高技术企业和高新技术企业是两种内涵不完全相同的概念。该文在区分和辨析这二者内涵的基础上,基于国家统计局对无锡市7594家企业的全面问卷调查,构建了企业创新行为模式"{3+4+4=2}"研究分析的逻辑框架。该框架吸收了心理学"自律行为理论",将"技术异质性"作为企业创新行为的控制因素,作为独特的理论视角整合进"企业创新行为模式"分析框架中;"3"即新经济社会学"嵌入理论"视角下企业创新行为的"三层嵌入模式"——宏观政策环境"顺"嵌入、中观组织"互"嵌入、微观企业家"逆"嵌入;"4"即基于机械唯物主义理论的企业创新行为"四元驱动机制"——以企业创新战略目标的设定为"引领"、以企业提升竞争的创新举措为"支撑"、以企业封闭式或开放式创新活动的实施为"基础",以企业突变式或渐进式创新过程为"主体";"4"即企业创新行为的四种具体形式——产品创新、工艺创新、组织或管理创新、营销创新;"2"即企业创新行为的目标——创新的成功实现和创新绩效。

The paper differentiates high tech enterprises and high and new technology enterprises in theory. With the comprehensive questionnaires of 7594 enterprises in Wuxi by National Bureau of Statistics, the paper constructs a logical framework for analysis of enterprise innovation behavior pattern of ＂{ 3 ＋ 5 ＋ 4 = 2 }＂ which absorbs psychological ＂self-discipline behavior theory＂ and takes ＂technological heterogeneity＂ as the control factors of enterprise innovation behavior. Specifically, ＂3＂ refers to ＂ three-layer embedded mode＂ of enterprise innovation behavior from the perspective of new economic sociology ＂embedded＂ theory. ＂4＂ refers to the four-elements driving mechanism of enterprise innovation behavior and four kinds of concrete forms of enterprise innovation behavior （product innovation, technological innovation, organizational or management innovation, marketing innovation）; ＂2＂ refers to the targets of the enterprise innovation behavior, successful implementation of innovation and innovation performance.
