开放大学是一种非主流教育机构,具有非主流教育的特征。历史上的非主流教育和主流教育之间总是在互相转换。无论是从未来的学习者特点、未来高等教育需求特点来看,还是从高等教育的未来发展趋势来看,开放大学都具有未来高等教育机构的特点、应该成为未来大学的代表。为此,开放大学应立足于当前非主流教育的地位,着眼于主流化发展的目标,在提供优质专业教育的基础上确立开放大学特有的远程教育质量标准,并以此为基础加强学习支持服务建设,从而实现从边缘化生存到主流化发展。

The open university is a non-mainstream institution of higher education that has alternative educational features. In the history, non-mainstream education and mainstream education are always in the mutual conversion. Whether from the characteristics of future learners, the characteristics of future higher education demand, or from the future development trend of higher education, the open universities all have the characteristics of the future higher education institutions and should become the representative of the future university. Therefore, the open university should base itself on the current status of non-mainstream education, focus on the goal of mainstreaming development, establish quality standards for distance education on the basis of the provision of quality professional education, based on which to strengthen learning support services construction, thus to achieve the survival from the marginalization to mainstream development.
