On Promotion of Investigation decision by Investigation Intelligence Study and Judgment

建设以研判为核心的侦查情报信息系统,实现科学可靠的系统研判,进而帮助侦查人员在侦查中作出准确判断,是推动和提升侦查决策科学性的必由之路。为解决当前侦查情报信息研判工作在系统建设、实战研判、研判意识等方面存在的诸多问题,应树立以研判为核心的建设理念,通过提高研判意识,进一步完善、规划信息采集和整合工作,全面加强情报资源整合应用,突出系统研判模型建设,实现研判从传统经验型向系统驱动型的转化。同时,应重视研判队伍建设和侦查人员能力培养,完善相关配套机制,实现以研判推动侦查决策的目标。

To build investigation intelligence system focused by study and judgment to realize scientific and reliable system study and judgment and help investigators to make accurate judgment is the only way leading to promotion of scientific investigation decision. Targeting some problems in investigation intelligence study and judgment including system construction,actual combat study and judgment and consciousness of study and judgment,we shall establish concept of study- focused construction,further improve and design information collection and integration work through improving consciousness of study and judgment,strengthen intelligence resources integration and application in comprehensive ways,highlight construction of system study and judgment model to realize the change from type of traditional experience to system- driven type. Besides,we shall attach great importance to the construction of study team and ability training of investigators; improve relevant supporting mechanism in order to realize the goal of promoting investigation decision through study.
