摘要
2016年2月15日,国家公布了《全民阅读促进条例》(征求意见稿),面向社会公开征求意见。由此可见,培养全社会的阅读意识,已经引起政府、社会的高度重视。推进沈阳市的全民阅读活动开展,需要从全市的高度完成顶层设计,需要政府引导、全民参与。通过从系统阐述读书对于提高个人综合素质,构建全民学习的学习型社会的重要性,并与相关城市进行横向对比分析,借鉴国内城市阅读活动实施较好的先进经验,从培养市民阅读习惯、大力打造书香沈阳、促进市民终身学习的角度和高度,提出定期发布市民阅读状况报告、全面组织推进阅读活动、利用现代信息技术推动阅读等切实可行的建设性意见。
Our country publishes Regulation of Nationwide Reading Promotion （consultation edition） on 15th, February ,2016 and seeks for opinions in the public. Thus cultivating the reading consciousness of the whole society has already drawn great attention of government and society. Promoting the reading activities of Shenyang needs to be done from the height of the city to complete the top design and needs government guidance and participation of all people. This article starts with stating the important role of improving personal comprehensive quality and building a learning society of reading. This essay gives some feasible and constructive advice of publishing citizens＇reading report on a regular basis and organizing overall reading activities and promoting reading by using modern information technology on the basis of horizontal contrast with related cities and by u- sing good advanced experience of domestic city reading for reference from the angle of cultivating citizens＇ reading habits and shaping the scholarly Shenyang and promoting citizens lifelong learning.
