摘要
作为当代国家战略力量的核科技的重要体现,我国核电技术在国家推进下得到了快速发展。然而,在现实核电建设中,由于其高度敏感的安全性制约核电技术的应用与健康发展,从而陷入安全悖论。当前我国核电在推进的过程中面临公众安全和生态环境诉求不断增长的形势,应从核电技术发展中的关键因素,即社会制约因素入手,揭示安全悖论的多重叠加因素与动力逻辑,并展开相关策略选择研究,维护总体国家安全、核安全,这对于维护国家核心和重大利益有重要的现实应用价值。
As an important embodiment of nuclear science and technology of contemporary national strategic force, China's nuclear power technology has developed rapidly under the national promotion. However, the actual construction of nuclear power, because of its highly sensitive to the safety of nuclear power technology restricting the application and healthy development, is easy to sink into a security paradox. At present, China's nuclear power in the process of advancing faces the situation of growing publity safty and ecological environment demands appealing. Therefore, we should try to reveal the controversial multi elements and power logic and carries out the study on relative strategy choice to maintain the overall national security, nuclear safety to have the important practical application value in safeguarding national core and vital interests.
