知识产权强国指标体系初探

知识产权强国的评价主要考察"知识产权对经济的贡献力",其核心指标是知识产权密集型产业增加值占GDP的比重;以该指标为核心,遵循科学性、目的性、关联性、统一性原则,建立分级分层次的指标群;指标计算的前提是明确计算口径——以知识产权密集型产业为核算范围。构建知识产权强国指标体系——知识产权对经济的贡献力指标、知识产权绩效指标、知识产权运营指标、知识产权保护指标、知识产权环境指标,该五项指标组成一个整体,实现对知识产权强国水平的科学评价。

Evaluating intellectual property powerhouse should focus on ＂the contribution of intellectual property to the economy＂,and the core index is the added value of intensive intellectual property industry accounted for the proportion of GDP. Regard ＂the added value of intensive intellectual property industry accounted for the proportion of GDP＂as the core index,following the principle of scientific,objective,relevance and unity,founding classify and hierarchic index group. The premise of index calculation is made calculated diameter explicitly,and the calculated diameter is in the range of intensive intellectual property industry. The index system of constructing intellectual property powerhouse includes the index of the contribution of intellectual property to the economy,intellectual property performance index,intellectual property operation index,intellectual property protection index,and intellectual property environment index. These five indicators composed as a whole to can evaluate the level of intellectual property power scientifically.
