完善云南民族区域自治法规体系及增加法规实效对策研究

Research on Countermeasures to Improve the Legal System of Ethnic Regional Autonomy and Increase the Effectiveness of Laws and Regulations——A study Centered with Ethnic Autonomous Prefectures and Counties in Yunnan Province

在对云南省37个民族自治州县的三十多年自治立法成果、实施现状进行实证分析的基础上,对当前中国民族区域自治地方立法特点、存在问题、法律实施中影响实效因素等进行考察后,提出完善民族区域自治法规体系的七点措施及增加民族区域自治地区法规实施的六条路径。

Based on the empirical analysis of the achievements and current status of autonomous legislation in 37 ethnic autonomous prefectures and counties in Yunnan Province for more than 30 years, this paper investigates the current legislation of China＇s ethnic autonomous regions in terms of characteristics, existing problems and influencing factors during law enforcement. The paper also puts forward seven measures to improve the legal system of ethnic regional autonomy and six ways to reinforce the implementation of laws and regulations in ethnic autonomous Regions.
