新型城镇化视角下泉州市小城镇机构改革研究与实践

Research and Practice on the Reform of Quanzhou Small Towns Agencies from New Urbanization Perspective

2014年3月颁布的《国家新型城镇化规划(2014-2020年)》明确指出,小城镇与中小城市是未来新型城镇化发展的主攻方向。基于此,以新型城镇化为切入点,对泉州市进行个案研究分析。在研究中发现存在简政放权落实力度弱、行政资源配置与社会经济发展不匹配、政府组织领导水平有限和公共服务水平较低等问题。并建议从深化体制机制创新、重视政策扶持、加强干部队伍建设、增加公共投入等方面入手,加快小城镇机构改革,深入推进新型城镇化发展。

＂National new urbanization plan （2014- 2020）＂, issued in March 2014 clearly states that small towns and small cities are the main trends of new urbanization. Based on this idea, the au- thor makes a case study as well as an empirical research on Quanzhou. The paper finds that there exist problems such as weak implementation of decentralization, the failure of administrative resources to keep up with the social and economic development, limited government leadership, low levels of pub- lic service, etc. Finally, the author suggests deepening institutional innovation, paying attention to policy support, strengthening the cultivation of cadres and increasing public investment to speed up the reform of the institutions in small towns and thus further promote the development of new urbani- zation.
