熟人社会中社区卫生服务中心发挥平台作用的运行模型建立

The Operation Model Construction on Community Health Service Centers on the Platform in the Acquaintance Society

目的分享廊下镇社区卫生服务中心运行平台的逻辑模型与过程,以期为同行提供借鉴。方法以上海市金山区廊下镇社区卫生服务中心为研究对象,结合熟人社会理论,对上海市金山区廊下镇辖区的人口特征、医疗卫生资源分布等情况进行剖析,以明确医疗卫生服务供需特征。在此基础上,对社区卫生服务平台结构与优化策略、平台功能实现路径进行分析,明确熟人社会中社区卫生服务中心平台化运行下全科团队的责、权、利。结果基于上述分析,本研究形成了上海市金山区廊下镇社区卫生服务平台管理结构图,其中隶属于院长办公室管理的有社区管理科、信息管理科、财务科等科室,社区管理科下设4个全科团队,负责为辖区居民提供社区卫生服务。同时,本研究还绘制了社区卫生服务平台的功能实现路径图,重点突出了社区卫生服务平台运行过程中全科团队的责、权、利。结论在熟人社会下,社区卫生服务平台运行模型的有效建立,有赖于社区卫生服务中心、政府、居民等多方参与,且熟人社会下服务提供方责、权、利的清晰界定,成为社区卫生服务平台运行模型有效建立的关键。本研究是对廊下镇社区卫生服务中心运行平台的逻辑模型与过程的分享,可为中国农村地区社区卫生服务平台运行模型的建立提供一定的借鉴。

OBJECTIVE To share a logical model and its process on operation of Langxia Community Health Service Center Platform,so that to provide reference for peers.METHODS Langxia Community Health Service Center in Jinshan District of Shanghai was selected for this study.Based on the theory of acquaintance society,it analyzed the demographic characteristics and health care resource distribution of Langxia in Jinshan District of Shanghai,clarifying the characteristics of supply and demand of health services.Deeply,it analyzed the structure and its optimization strategy,function path of Langxia Community Health Service Center,clearing the responsibilities,rights and interests of general practitioners team in the operation of community health service center platform in acquaintance society.RESULTS With the analysis,it drew a platform management chart on Langxia Community Health Service Center,which displayed that dean’s office was in charge of community management department,information management department,finance department and so on.Community management department was in charge of four general practitioners teams,who were responsible to provide community health services for residents.Meanwhile,it drew a function path of community health service center platform,which highlighted the responsibilities,rights and interests of general practitioners team in the operation of community health service center platform.CONCLUSION It proposed that the operation model construction of community health service centers in the acquaintance society depended on the involvement of community health service centers,the government and residents.Meanwhile,it was the key to the operation model construction that service provider’s responsibilities and rights were clearly defined.It shared the operation platform’s logical model and process from Langxia Community Health Service Center,which could provide a reference to establish operation model for community health service platform in China’s rural areas.
