摘要
教师交流轮岗是均衡配置县域内义务教育资源,促进城乡间和校际互动、互促与共同发展的重要战略举措,是义务教育公平发展的必由之路。就现实情况看,教师交流轮岗仍然面临一些困境,影响政策的实施效果,如行政体制不完善、保障制度建设滞后、交流轮岗意愿偏低、政策监督问责不到位等。破解教师交流轮岗制度的困境,亟待明确责任主体,完善统一调配机制;建立合理、有吸引力的补偿机制;激发内生动力,变"要我去"为"我要去";健全监测评价与问责机制。
Teachers' exchange and rotation is the important strategic initiative that makes the allocation of compulsory education resources in the county balanced, promotes mutual interaction, promotion and common development between city and countryside and between schools, and is the only way to the equitable development of compulsory education. On the reality of the situation, teachers' exchange and rotation still faces some difficulties which may affect the effectiveness of policy implementation, such as the imperfection of administrative system, lagging of guarantee system construction, low willingness to exchange and rotate and lacking of policy supervision and accountability. Breaking the dilemma of teachers' exchange and rotation system needs to clear cut the main responsibility, and improve the unified allocation mechanism; establish the reasonable and attractive compensation mechanism; stimulate endogenous motivation, and turn "shall I go" to "I want to go"; perfect the monitoring evaluation and accountability mechanisms.
