摘要
"文革"结束后,面对干部队伍不够纯洁、年龄老化、文化水平不高等严峻问题,陈云呼吁全党要深刻认识后备干部队伍建设的迫切性与重要性。为做好后备干部队伍建设工作,他提出设立中青年干部管理机构、坚持干部"四化"选拔标准、走全党动手选拔年轻干部之路等重要举措。为确保干部交接班的顺利进行,他提出必须成千上万地选拔中青年干部、大量吸收知识分子入党、推行干部离退休制度等保障措施。陈云的后备干部队伍建设思想,涉及选拔标准、培养方式、保障工作等内容,具有系统性和前瞻性,对当下做好后备干部队伍建设工作、选拔"五好"干部有重要参鉴价值。
After the Cultural Revolution in China,Chen Yun called on the party to be aware of the importance of constructing reserve cadre groups due to the cadre groups' problems of aging,impurity,and less education. On this basis,Chen insisted to start reserve cadre construction. The CPC needed to take measures such as establishing management institutions for young cadres,adhering to the cadres "Si Hua" selection criteria,enabling the whole party to select young cadres. In order to ensure the smooth progress of cadre shift work,he proposed to absorb a great number of young cadres and intellectuals to join the party. Chen Yun's thoughts on the reserve cadre group construction,involving selecting standards,training methods and guaranteeing work were systematic and forward-looking,which had great reference value for today's reserve cadre group construction and selection of "five good" cadres.
