在全面推进依法治国的进程中,领导干部队伍法治能力的高低直接关系到法治建设的成效。抓住领导干部这一"关键少数",不断提升领导干部队伍法治能力,是依法治国的基本要求,是破解依法行政难题的一把钥匙。领导干部法治能力提升的影响因素,可以从内部因素、外部因素以及实践因素三个方面入手加以考察。内部因素,主要包括领导干部自身的法律专业知识、法治信仰、责任担当精神;外部因素,主要包括领导干部选拔任用机制、社会监督和考核评价机制;实践性因素,是指领导干部提升法治能力的践行路径,主要包括守法、用法、护法等环节。

The ability of ruling by law is the fundamental requirement for the government official in the society of socialism with Chinese characteristics. For the officials,governing state by law should be built up and perfected in the form of law. There are three factors influencing this process： internal factors,which include the knowledge of law,believing in law,consciousness of responsibility; external factors,which include supervision mechanism,selection and appointment mechanism of cadres,the mechanism of evaluation. What＇s more,the practical effect of the law also has an effect on the enhancing of the government officials＇ ability to rule by law,which includes observance,application and protection of the law.
