摘要
风险社会视域下,环境风险的非现实性、不确定性、跨地域性、跨时代性以及人类决策和行动成为风险源等特点,对我国传统的命令控制型环境治理模式提出挑战。必须以风险社会理论为基础,确立正确的环境风险治理理念,制定可行的程序和规则,采纳新型治理手段,吸纳政府、企业、专家、公众等多元利益主体参与环境风险治理的全过程,创建以行政治理为导向、以合作治理为主体、以经济治理为补充的多维化环境风险治理模式,以此实现环境风险治理模式的重构。
In the perspective of risk society,environmental risks of non reality,uncertainty,across localization and time have proposed great challenges to the old environmental governance mold in China. The government should establish correct environmental risk management philosophy,formulate feasible procedures and rules on the basis of risk society theory. In order to reconstruct the governance pattern of environmental risk,it is necessary to adopt new measures of governance,absorb the public interests of subjects including the government,enterprises and experts in the whole process of environmental risk management to build a new mode which is pluralistic with administrative governance,cooperative management and economic supplement.
