摘要
尽早识别并分析评估项目活动中的潜在风险,提出风险应对措施,从而预留一定资源作为项目管理风险储备,是项目管理的关键活动之一。讨论了国外EPCC项目临时验收的几类主要潜在风险,包括备品备件移交、业主人员培训、尾项消项、性能考核等,列举并分析了各类风险出现的可能原因,并提出了相应的风险应对措施。分析表明,应在项目的规划阶段对临时验收中存在的上述风险进行详细评估,以选择适当的应对措施,并在项目执行过程中对临时验收的风险进行再评估。
It is one of the key activities in project management to identify, analyze and evaluate the potential risks in project activities at the earliest time, and consequently propose the response plan and reserve the due resources. This article dis- cusses the main types of potential risks in duration of provisional acceptance of oversea EPCC project, including transfer- ring of spare parts, training owner' s employees, liquidation of punch list, performance test-run and etc. It lists and ana- lyzes the occurrence reasons for each type of risk, and suggests the corresponding response. It is concluded by analysis that the detailed evaluation on the risks should be performed during the initializing process and the planning process of the project to finalize the proper responsive measures, also the revaluation on the provisional acceptance related risks should be performed during the executing process.
