创新性公共文化活动开展模式的实践与反思——基于对上海市民文化节的实证研究

摘要 开展公共文化活动是满足当今市民日益增长的精神文化需求的重要方式,上海市民文化节作为为上海市民提供文化服务的平台,在满足市民精神文化需求上发挥着重要作用。自2013年首届上海市民文化节举办以来,由于其独有的对文化活动的整合力、对社会力量的吸引力和对市民参与文化创作的推动力,使得市民文化节成为了上海市文化建设的标志。但在文化活动实际开展过程中,暴露了诸多问题,其中以文化活动供需不符、文化赛事功利性较强、文化活动开展过于频繁、文化资源分配失衡性明显、文化活动形式创新性不足为代表的问题最为突出,需要采取对策来进一步完善市民文化活动的形式和内容,使其更好地实现文化惠民之效。 The development of public cultural activities is an important way to meet the increasing spiritual and cultural needs of the public. The Shanghai citizens art festival is a platform providing cultural services for the Shanghai public, which plays an important role in meeting the cultural needs of the public. Since the first Shanghai citizens art festival held in 2013, due to its unique abilities of the cultural activities' integration, the attraction of social forces and the driving force which make the public participate in cultural creation, Shanghai citizens art festival have become a symbol of cultural construction in Shanghai. But during the period in organizing these activities, many issues revealed in the cultural activities, especially the discrepancy between the supply and the demand, the strong utilitarian cultural events, the excessively frequent holding, the imbalance of allocating the culture resources and the lacking in innovation of the culture activities' style. All these problems need proper measures to refine the style and content of the public cultural activities, which can meet the need of the benefitting the citizens in the culture way better.
