摘要
人员超编问题一直是一个急需解决而又始终难以解决的一个难题,经研究,笔者发现事业单位的人员超编比党政机关和行政部门严重许多,在乡镇这一层面上尤其明显。文章基于对P镇及其11家区属事业单位调研的相关资料进行整理归纳,指出人员超编给机构工作带来的问题,并从客观环境的变化、主观处境的博弈和结构不合理等角度分析出人员超编的原因,最后从总体思路和局部同步推进改革两个方面来提出一些建设性的意见。
Over-staffing problem has been urgent and always a difficult problem to solve, through research, the author discovers that the problem of over-staffing in public institution is worse than in other parties and government offices, particularly in level of township. As a result, based on the data of 11 public institutions that belong to P town, this paper analyzes it, points out the problem of over-staffing which brings difficult to the job of institutional reform and personnel management, and then consults the reason from the changes in the objective environment, game of subjective situation and staffing structure, finally, gives constructive comments from the perspective of general idea and local reform.
