摘要
农村土地改革是我国经济改革进入深水区以来最难啃的"硬骨头"之一,其改革的成败决定了我国未来的经济走向。2015年2月,全国人大会常委会以决定形式授权国务院在全国33个县(市、区)进行农村土地制度改革试点。部分试点县(市、区)已经颁布了改革方案或有了交易成果。其中,集体经营性建设用地入市改革是农地市场化改革的突破口,进行该项试点的区域所取得的经验及过程中发现的问题对尚处于改革筹备中的地区具有极大的借鉴意义。文章意在于总结已有的改革成果,并在此基础上提出继续推进集体经营性建设用地使用权流转的对策建议。
In order to implement the spirit of the party's market reform in the third Plenary Session of the 18th CPC Central Committee, Submitted to the State Council for the National People's Congress by the Standing Committee of the National People's Congress to decide the form in the 33 counties (cities, districts) , the pilot reform of rural land system has been for more than a year later, the part of the pilot counties (cities, districts) has promulgated the reform program or the results of the transaction. The significance of this article is to analyze the experimental conditions of the existing collective management construction land market reform, clarify the problems existing in the circulation of the right to use the land for construction of collective management of pilot projects in all parts of the country, and on this basis, the paper puts forward the countermeasures and suggestions to promote the circulation of the right to use the collective management of construction land.
