China＇ s social environment has undergone profound changes since the Reform and Openingup, especially in the new century. Social governance in different social systems has its particularity and generality. Therefore, the foreign governance theory should be analyzed and Chinese reality considered, which will help to grasp the general rules of social governance and clarify the important aspects of its innovation.
