科技投入与东北地区经济增长关系的实证分析 被引量:3

摘要 采用非参数的DEA分析方法,使用Malmquist指数计算我国东北三省2002—2014年科技投入的技术效率指数、技术进步指数和全要素生产率指数,分析科技投入与经济增长的关系。结果表明:东北三省13年平均技术效率为0.937,科技投入存在6.3%的资源浪费;科技投入产出效率总体增长不快主要是因为资源配置得不到有效优化。应推进建立市场机制,鼓励民营科技企业发展,形成良好的市场竞争氛围,促进科技资源的合理有效配置,加快技术进步。 Based on non-parametric Data Envelopment Analysis( DEA) and Malmquist index,the technical efficiency index,technical progress index and Total Factor Producitivity index of investment in science and technology are calculated for the three provinces of Northeast China between 2002 and 2014,so as to analyze the relationship between the science and technology investment and economic growth. The results show that the average technical efficiency of investment in science and technology of the 13 years is 0. 937,indicates that 6. 3% of the input are wasted; the overall slow growth of the efficiency of investment in science and technology is due to the improper allocation of resources. The establishment of market mechanisms should be promoted, and the development of private technology enterprises should be encouraged. A good market climate should be formed,the rational and effective allocation of science and technology resources should be enhanced,so as to speed up the progress of technology.
