余天休的群治与“术治”观

余天休是我国近现代著名学者,他在"合适之动"和社会进化论基础上探讨社会管理规律,分析群治的类型及群治与社会秩序的关系,总结归纳出社会治理中的"术治"。术治区别于硬性管理和软权力,介于这二者之间,可谓是聪明的权力。术治包含了我国古老的管理智慧,包括权谋、术数、世故、礼教等,社会心理中的颂扬、偏见、宣传,也是体现术治的途径。余天休指出,在术治的背后,处于第一位的是人,包括用人、助人、与人合作之道。由此,加强个体道德修养和行业风纪成为加强群治、术治有效运作的主体条件。

Yu Tianxiu is a famous scholar in modern China. He explored the rule of community governance on the basis of ＂appropriate action＂ and social evolution theory, analyzed the types of group governance and the relationship between the rule and social order, and he summed up the social governance of the ＂methods of governance＂. ＂Methods of governance＂ is different from the rigid management and soft power, but between the twos, which reflects the ancient wisdom of management, including trickery, surgery, sophisticated, etiquette and etc., and social psychology of praise, prejudice, publicity, also reflects the way of treatment. Behind the ＂methods of governance＂, people are the first, including the employment of people, helping others, and the way of corporation, thereby strengthening the individual morality and industry discipline become a necessary condition for effective treatment of the ＂methods of governance＂.
