Study on the Fiscal Policy to Support Agriculture in Tibet

由于西藏自然环境恶劣,农业基础薄弱,经济发展滞后,财政自建能力极弱。故而通过政府财政支出来扶持西藏农业发展显示出其独特而重要的意义。文章主要分析了西藏财政支农的理论背景和现实基础,并重点梳理了西藏财政支农政策的历史沿革和发展概况,从而对西藏财政支农政策有一个较为系统的了解,最后对西藏财政支农政策的优化进行了思考。

Tibet natural conditions is poor, agriculture foundation is weak,economic development is slow,financial ability is weak.So it is necessary to support Tibet agriculture development by the government fiscal expenditure policy. This paper mainly analyzed the theoretical background and realistic base of the Tibet government fiscal agriculture expenditure policy, and focused on the historical evolution and development situation of he Tibet government fiscal agriculture expenditure policy,so we can have a systematic overview of these policies.Finally, we consider the measures to optimize he Tibet government fiscal agriculture expenditure policy.
