忻州市是欠发达地区,民生领域欠账较多,信访形势一度时期非常严峻。文章在调研忻州市非正常上访基本情况的基础上,总结了信访持续上升的原因,包括信访制度供给空缺、信访工作人员素质不足、信访工作机制不完善。为有效缓解信访紧张局势,应从社会治理的角度出发,广泛动员社会力量积极参与信访工作,变一元管理为多元治理,最大限度增加社会和谐因素,最后在社会力量参与信访工作的切入点以及各环节,提出了相关政策建议。

Xinzhou is an undeveloped city, people＇ s livelihood has more debts , the petition situation is very serious. Based on the in- vestigation of non - normal petition Xinzhou on the basic situation, summed up the reasons for the petition, including the supply of va- cant petition system, lack of quality staff petition, petition work mechanism is imperfect ; To alleviate the tensions of petition effectively , for the perspective of social governance , to mobilize social forces to participate in the petition work, change one yuan management to pluralistic governance, to increase harmonious factors in society, at last , mobilizing social force to entry point and the various aspects of the petition, author reply relevant policy recommendations.
