论特色城市建设与资源禀赋的关系——以西宁为例谈客观要素在城市发展中的作用

鉴于城市特色或特色城市的识别性及重要性,国内城市正在努力纠正过去忽略城市特色的不适当做法,追求和实现特色城市的建设目标。然而,这也在实践中出现了一定程度的矫枉过正。不少城市为特色而特色,流于形式,未深入分析和研判城市的资源禀赋条件。特色城市建设应当主要依托城市自身的资源禀赋,从主要资源禀赋出发去建设特色城市。惟有如此,特色城市才能建立在牢固的基础上。西宁城市总体规划及相关目标,可作为分析的实证。

Since the importance and recognition of urban characteristics or characleristics possessed by cities, many cities in our country are cur- rently working hard to correct the past improper practices that ignored urban characteristics, that is to say they are pursuing such goals to build charac- teristic cities. However, the new practices are also causing a certain degree of overkill or backward. Many urban features and characteristics are just for- realities. These cities with such wrongs are not analyzing and judging resource endowments of their cities in-depth. Constructing city characteristics should mainly rely on the city＇s natural,social and humanities resources.Only in this way, can the target of building characteristics city build on a solid foundation. Xining city＇s master plan and its related targets can be used for empirical analysis.
