略论特色小镇的制度启示和创新动力——以浙江省为例

On the System Inspiration and Innovation Dynamic of Characteristic Towns——A Case Study of Zhejiang Province

规划建设特色小镇是浙江适应和引领新常态的一项战略举措,是一次契合历史传统、符合发展规律、切合浙江省情的成功实践。浙江特色小镇建设创新推动"产、城、人、文"融合,为破解空间资源瓶颈、产业转型升级、改善人居环境、推进新型城镇化提供了有力的抓手,对于推动供给侧改革、经济转型升级等发展难题作了卓有成效的探索,在实践中逐渐形成了独具特色的浙江模式。浙江省的"特色小镇"战略,必将为我国经济社会的创新发展提供"浙江智慧"。

It is a strategy for Zhejiang Province to plan and construct characteristic town to adapt to and lead the new normal, which proves a successful practice in conforming to the historical tradition and the development law and corresponding the situation of Zhejiang Province. The construction of characteristic towns push forward the integration of production, city, people, and culture, which cracks the bottleneck of space resources, upgrades industrial transformation, improves the living environment, and provides a strong starting point for new type of urbanization. What＇s more, it explores effectively development problems such as supply side reform, economic transformation and upgrading. In practice, a unique model of Zhejiang has gradually formed. The strategy of building characteristic towns will necessarily provide China＇s economic and social innovation and development for ＂Zhejiang wisdom＂.
