摘要
西藏高校就业政策基本遵循国家规定,但又具有一定的地区特色。在历史制度主义分析框架中,西藏高校就业政策按照国家规定,并结合西藏特殊情况,主要经历了1965-2005年、2006年至今这两个阶段;第一个阶段实行的是"统包统分"政策,第二个阶段即现今实行的是"双向选择、自主择业"就业政策;影响西藏高校就业政策创新的三个政治变量是制度、背景、利益,制度因素包括宪法规定、制度决策机制和公共政策,背景因素包括所处时代、地理环境和经济水平,利益因素包括部门利益和个人利益。
The employment policies of Tibetan universities follow the state regulations, and they have certain re- gional characteristics. In the framework of historical institutionalism, the employment policy of Tibetan colleges and universities is in accordance with state regulations and special circumstances in Tibet, which mainly experienced two periods from 1965 to 2005 and 2006 to now. The first stage is the implementation of "monopoly of assignment", and the second phase is the implementation of the current "two-way choice, self-employment" employment policy. The three political variables impact on Tibetan universities employment policy are system, background, and interests. The first includes constitutional provisions, institutional decision-making mechanism and public policy. The second one in- eludes the time, geographical environment and economic level. And interest factor includes departmental interests and personal interests.
