This paper introduces the implementation of ＂Bologna Process＂ and concludes its features. It points out that since it was designed by government officers and educational experts, it has excellent perspicacity, adamantly implementing ability, uniformity in goal and principles, and flexibility in developing path and operation. It greatly promotes the development of higher education in Europe. The paper also introduces the development of Polish higher education. Before 2010, it was the expansion period of Polish higher education, but now is in contraction period. The causes are analyzed preliminarily. At last, the inspiration to Chinese higher education is discussed.
